To do its work under sections 6633 and 6634, the Committee can hire specialists, experts, and other staff and set their pay. It can also use civilian and military people who are temporarily assigned to help the Committee. When the Committee asks, any federal department or agency can give information and loan staff on a temporary, reimbursable basis. Loaned civilians keep their seniority, pay, and job status. Loaned military keep their rank, grade, and benefits. Each loan must be agreed to by the Chairman and the agency head and must follow the rules in subchapter III of chapter 33, title 5.
