The President must create and update a multiyear plan for federal research and development for each critical technology he picks. He must start from the national critical technologies named in the President’s biennial report to Congress under section 6683(d). A plan can cover more than one technology. The President must also assign who will do the work and set procedures to carry out the plan. While making a plan, the President must set goals, consult closely with U.S. industry, labor groups, professional and technical societies, and other experts, set up a federal organization to manage and review the work, make policies for government–industry–university cooperation, and produce Federal budget estimates for the first five fiscal years. By February 15 of each year, beginning in 1993, the President must send Congress a report showing progress made in the previous fiscal year, any proposed programs before the next report, and copies of strategies finished or revised during the fiscal year.
