The Secretary must write the rules, forms, and procedures needed to run this chapter within 30 days after July 22, 1976. The rules must make sure different parts of the country get fair attention and must consider factors such as how severe and how long unemployment is in proposed project areas, income and underemployment there, and how much proposed projects will reduce unemployment. Working with the Secretary of Labor and keeping collective bargaining rules, the Secretary must give special hiring consideration to qualified disabled veterans and qualified Vietnam‑era veterans (as defined in title 38). The Secretary must decide on each grant application within 60 days of receiving it; if no decision is made, the grant is treated as approved. When checking unemployment, the Secretary must include construction and construction‑related industries.
