States and local governments that get a payment under this subchapter must tell the Secretary if they raise or lower any tax they impose, or if they make major cuts in staff or in services they provide. States must also report any drop in the financial help they gave to local governments during the 12‑month period ending on the last day of the calendar quarter immediately before July 22, 1976, and explain why. These reports should be sent as soon as practical and must be filed no later than six months after the decision to change taxes, cut staff or services, or reduce state aid is made public.
