Sets aside money for Puerto Rico, Guam, American Samoa, and the Virgin Islands for five calendar quarters starting July 1, 1977. Each quarter the amount is 1 percent of the sum authorized for that quarter under section 6722(b). The Secretary must split the money among the four territories. Each territory’s share equals the quarter’s total times its population share. “Territory” means Puerto Rico, Guam, American Samoa, and the Virgin Islands. “Territorial population” means the most recent Census Bureau count. The rules in sections 6723(c)(4) and 6724 through 6733 apply to these funds. Territorial governments may pay local governments from these monies as they choose.
