Protect health and the environment and save useful materials and energy. To do this, the law calls for help to states and local governments with planning, money, and technical support for better waste systems. It also funds training, ends open dumping on land, and requires old dumps to be made safe. Hazardous waste must be managed safely at the start and reduced when possible by switching processes, recycling, recovering materials, and treating wastes. The federal government must work with states, make rules for collection and disposal, support research and demonstrations, and cooperate with businesses to recover materials and energy. The national policy says hazardous waste should be cut back or stopped as quickly as practical. Any waste that is made must be treated, stored, or thrown away so it poses the least risk now and later.
