Creates a medical-waste tracking demo that includes New York, New Jersey, Connecticut, the states that touch the Great Lakes, and any state added by petition. A governor can opt a state out. If a governor of a state not next to the Atlantic Ocean says the state will not take part, the program administrator must remove it. If a governor of any other covered state says the state already has a tracking program that is at least as strict and asks out, the administrator will remove it if they agree. Those opt-out notices or petitions must be sent within 30 days after the program rules are published. A petition to join must be decided within 30 days after it is received. The demonstration program ends 24 months after the rules take effect.
