Provides $150,000,000 from the U.S. Treasury, available through September 30, 2022, to help eligible groups run maternal, infant, and early childhood home visiting programs. To get the money, a group must have been running that program on March 11, 2021. The group must change its grants, contracts, and agreements so that, for the period beginning March 11, 2021 and ending at the end of the 2nd succeeding fiscal year after the funds are awarded, it will not cut program funding or staff because enrollment drops. The group must coordinate with local diaper banks when using funds for emergency supplies to the extent practicable, and must keep serving the program’s priority populations. The money can be used to give home visits or virtual visits; pay hazard pay or extra staff costs; train home visitors to do virtual visits and emergency planning (including safe screening for intimate partner violence and safety planning); buy technology families need for virtual visits; provide emergency supplies (for example, diapers, formula, food, water, soap, and sanitizer); reimburse diaper banks for supplies; and give prepaid grocery cards to eligible families in the program.
