Creates an Office of Indian Energy Policy and Programs inside the Department. A Director will lead it, picked by the Secretary and paid at Executive Schedule level IV under section 5315 of title 5. The Director must run and coordinate the Department’s energy planning, education, management, conservation, and delivery programs to help tribes develop and use energy, lower or steady energy costs, strengthen tribal energy and economic infrastructure for resource development and electrification, and bring electricity and service to Indian lands and tribal homes, including projects paid for in whole or in part with federal funds.
