Except as paragraph (2) says, beginning in fiscal year 1987 and every fiscal year after, the Federal Energy Regulatory Commission must collect fees and yearly charges that together equal all the costs it has that year. Paragraph (2) does not change the authority, requirements, exceptions, or limits in sections 803(e) and 823a(e) of title 16. The Commission must make fair rules to figure the fees. It can use estimates based on available data. Fees must be paid by the end of the fiscal year they cover. After the year ends, the Commission must fix any over‑ or under‑collection and correct any person who was overcharged or undercharged. All money collected goes to the Treasury’s general fund. The Commission can waive part or all of a fee for good cause.
