The Secretary can make rules that stop people from bringing weapons, explosives, or other dangerous items that could cause serious harm onto Strategic Petroleum Reserve sites and related property. The Secretary must put clear signs on the property saying those rules apply. Anyone who knowingly breaks those rules can be charged with a misdemeanor and face a fine of up to $5,000, up to one year in jail, or both.
