The Secretary of Energy must not start preparing an environmental impact statement for building or running a Department of Energy defense facility if the estimated cost to prepare that statement is more than $250,000 unless the Secretary notifies the Senate and House Armed Services Committees and waits 30 days after they get the notice, or both committees send written agreement within that 30-day period. This rule does not apply to any environmental impact statement whose preparation began before December 4, 1981.
