All money the Western Area Power Administration collects from selling power and related services at the Falcon and Amistad Dams that is used to repay annual hydroelectric costs and related WAPA activities in this and later fiscal years must go into a special account called discretionary offsetting collections and stay available until spent, even if section 2 of the Act of June 18, 1954 (68 Stat. 255), as amended, or section 3302 of title 31 would say otherwise. "Annual expenses" means costs that are normally recovered in the same year they are incurred.
