Appropriations for the Department of Energy in the Energy and Water Development Appropriations Acts, on and after October 2, 1992, may be used to pay for things like hiring passenger vehicles, operating and maintaining aircraft, buying and cleaning uniforms, and reimbursing the General Services Administration for security guard services. Those funds may also be transferred to other federal agencies to do work the money is meant to pay for. No money from these appropriations may be used to carry out authorized price support or loan guarantee programs unless an appropriation Act specifically provides for those programs. On and after October 2, 1992, the Secretary may accept lands, buildings, equipment, and other contributions from public or private sources and may carry out projects together with federal, state, private, or foreign partners.
