The Civil Service Commission must, as soon as possible but no later than one year after October 1, 1977, prepare and send Congress a report on how the reorganization affected employees. The report must say which jobs became unnecessary, how many employees should get pay savings because of the reorganization, how many left voluntarily or were separated, an estimate of staff costs from the change, the effects on relations between workers and management, and any law or management changes the Commission thinks are needed to improve personnel management.
