Encourages the Department of Energy to create and run science, math, and engineering education programs at its research facilities and to coordinate those programs better. Congress found that strong science and engineering skills are vital, DOE labs do world-class research, and the country needs more trained scientists, mathematicians, and engineers. College enrollment in these fields is falling at all levels, the federal government is the biggest employer of research scientists and engineers, and women and minorities—who will account for more than 80 percent of projected workforce growth through the year 2000—are badly underrepresented.
