Creates the Albert Einstein Distinguished Educator Fellowship Program to give 12 elementary or secondary math or science teachers a 10‑month fellowship each year, timed to match the school year when possible. If there is not enough money, the Secretary can cut the number of fellowships but must award them in this order: three to the Department of Energy, two to the Senate, two to the House of Representatives, and one each to the Department of Education, the National Institutes of Health, the National Science Foundation, NASA, and the Office of Science and Technology Policy. Teachers must show they will add special value, are known for excellent math or science teaching, and either have a sabbatical or will return to a similar teaching job after the fellowship. The Secretary runs the application and selection process, advertises the program, picks 24 semifinalists (12 math and 12 science), and sets up an orientation for winners. Those 24 travel to Washington, D.C., for interviews. Winners must be chosen and announced by May 1 before the fellowship year. The Secretary assigns three winners to Energy. Senate and House leaders each pick winners for their chamber. The heads of Education, NIH, NSF, NASA, and OSTP each pick one winner for their agency. The Secretary must send a report about the program to the relevant congressional committees by August 31 each year fellowships are awarded.
