By March 15, 2001, the President must send Congress a proposed law to set up the compensation program. The proposal must include draft bill language and clear recommendations on what benefits to give (for example, lost wages, medical care, and lump-sum payments), any changes needed to run the program under part B, whether to add other illnesses tied to toxic exposure, and whether to expand who is in the Special Exposure Cohort. The proposal must also estimate how many covered employees were exposed and, for each fiscal year, how much money will be needed to pay benefits. Special Exposure Cohort — the group of workers defined elsewhere who may get special handling.
