Makes the United States’ legal responsibility under this program the only way to get payment for certain worker illnesses or deaths. It covers cancers named in the law, chronic silicosis, covered beryllium illness, or deaths caused by those conditions. It stops other lawsuits or claims against the United States, its agencies, DOE contractors or subcontractors, and their employees, agents, or assigns. People covered include the worker, their legal representative, spouse, dependents, survivors, next of kin, and anyone else who might have sued. Applies to cases filed on or after October 30, 2000. It does not change federal or state workers’ compensation claims. The same rule applies to DOE contractor employees under part E the same way it applies under part B to covered employees.
