By February 1, 1986, the OPM Director must decide how much pay and benefits each Corporation director, officer, and employee was owed under contracts as of April 7, 1986. Starting April 7, 1986, changes to their pay or benefits need OPM approval as reasonable; no one may be paid above the basic pay rate for Level IV of the Executive Schedule (Title 5); and the Corporation cannot waive By-Laws or written personnel rules needed to qualify for pension or termination benefits that were in effect on April 7, 1986.
