Within 6 months after November 15, 1990, and at least every 3 years after, the Administrator must review and update emission factors estimating carbon monoxide, volatile organic compounds, and oxides of nitrogen from sources (including area and mobile). The Administrator must establish missing factors. Anyone may propose better methods; approval requires public input. Factors before November 15, 1990 remain valid until the revision is finished.
