Summary

Protect people and the environment from real or likely harm from air pollution, even if national air quality standards are met. Keep or improve air in national parks, wilderness areas, monuments, seashores, and other places with special natural, recreational, scenic, or historic value. Make sure growth happens without losing clean air. Stop emissions in one state from interfering with another state's plan to prevent air from getting worse. Only allow more pollution after careful study of the effects and after the public has a fair chance to learn about and comment.
