Creates one interstate ozone transport region that includes Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and the Washington, DC metropolitan area. The Administrator must call the required commission within 6 months of November 15, 1990. Within 2 years after November 15, 1990 (or within 9 months after a State is added later), each State in that region must send the EPA a plan that makes big metro areas of 100,000+ people run stronger vehicle inspection and maintenance programs and requires reasonably available control technology for all sources of volatile organic compounds covered by control technique guidelines issued before or after November 15, 1990. The Administrator must finish a study within 3 years (from November 15, 1990) to find alternatives that cut emissions like vehicle refueling controls, and States must update plans within 1 year after the study. Any stationary source emitting or able to emit 50 tons per year or more of VOCs is treated as a major source. If a majority of Governors on the commission asks, the commission can prepare extra control recommendations. The Administrator must publish those recommendations, allow a public hearing within 90 days, review them, consult the States, and decide within 9 months whether to approve. If approved, the EPA will require each affected State to add the measures to its plan within 1 year. The Administrator must also set rules within 6 months after November 15, 1990 for how to decide if pollution in one area affects another, using the best monitoring and modeling available.
