The EPA Administrator must create technical guidance on reasonably available control measures (RACM) and best available control measures (BACM) for urban fugitive dust, residential wood burning (including curtailments and exemptions), and prescribed silvicultural and agricultural burning. That guidance must be issued within 18 months after November 15, 1990. The Administrator must also review other source categories that help cause PM–10 violations, decide if more guidance is needed, and issue any such guidance within 3 years after November 15, 1990, consulting with States and considering emission reductions under subchapter IV–A and other parts of this law.
