The Administrator may give state agencies grants that cover up to two-thirds of the cost to create and run vehicle emissions inspection, testing, and control programs. Grants will not pay for parts of a state inspection program that aren’t directly about air pollution control; they require the Secretary of Transportation to certify to the Administrator that the program is consistent with any highway safety program under section 402 of title 23; and the program must include steps to make sure emission control devices and systems on vehicles in actual use haven’t been discontinued or rendered inoperative.
