The Administrator must hold a conference on air quality modeling no later than six months after August 7, 1977, and at least every three years after that. The meeting must pay special attention to the modeling needed to carry out part C of subchapter I, which deals with preventing significant worsening of air quality. The conference must allow the National Academy of Sciences, state and local air pollution agencies, and federal agencies to take part — for example, the National Science Foundation, the National Oceanic and Atmospheric Administration, and the National Institute of Standards and Technology. People may send written comments, and a word-for-word transcript must be kept. Those comments and the transcript must be put into the official record (the docket) used when making or changing any air quality modeling rules under part C.
