The President must try to make international agreements to support research that fits with U.S. studies and to create rules that protect the stratosphere like U.S. rules. The President, using the Secretary of State and the Assistant Secretary for Oceans and International Environmental and Scientific Affairs, must negotiate multilateral treaties and other agreements, push proposals at the United Nations and similar forums, and report to Congress from time to time on progress. The Administrator, with the Secretary of State, must help developing countries that are Parties under Article 5 take part in the Montreal Protocol by giving technical and financial aid. Up to $30,000,000 is authorized for fiscal years 1991, 1992, and 1993, and whatever sums are needed for fiscal years 1994 and 1995. If China and India join the Protocol, an additional up to $30,000,000 is authorized for fiscal years 1991–1993.
