Defines key words used in this chapter. Congregate housing means low‑rent housing with a central dining area for residents that was either built or under construction on January 1, 1979, or was built after that date. Congregate services programs are run by a public housing agency or a nonprofit to give help, including personal care and meals, so residents can stay independent and avoid needless institutional care. Elderly means 62 years old or older. Eligible project resident means an elderly person, a nonelderly disabled person, or a temporarily disabled person who lives in congregate housing run by a public housing agency or a qualifying nonprofit. Handicapped means a long‑lasting impairment that seriously limits independent living unless supportive congregate services are provided; it can include frailty from aging. Personal assistance means help with grooming, dressing, and similar daily tasks. Professional assessment committee is at least three people chosen by the local housing agency or nonprofit and must include medical experts and others able to judge adults’ daily living abilities. Temporarily disabled means an impairment expected to last no more than six months and that limits independence unless services are given. Nonprofit corporation means any corporation responsible for a housing project assisted under section 1701q of title 12.
