To ask for assistance, an applicant must send a plan that explains what services they will provide, which services are most important, and how the plan fits the needs of the project residents now and as those needs change. The plan must be made after talking with eligible residents and a professional assessment committee. The application must also list the committee members and their qualifications, include the program’s fee schedule, attach any comments from earlier reviews, and include a written statement saying the required consultations were done and the application follows the related rules. The Secretary sets yearly deadlines for applications and must tell each applicant whether it is accepted or rejected within 90 days of submission. For renewal requests, a nonprofit or public housing agency must, within twelve months before applying, review the program’s performance, suitability, and fees with residents and the professional assessment committee; the review results must be included in the renewal application and will be considered by the Secretary.
