Congress says arts, culture, history, and good urban design are an important part of a decent place to live and should be open to everyone, no matter their income. Keeping or creating these things can help restore struggling neighborhoods, grow local jobs and pride, and the federal government should support local efforts, especially in federal housing or community development projects and in areas with many low-income residents.
