Defines key words used in this part. Agency means what “agency” means in section 551(1) of title 5. Construction means new building work or major renovation of existing structures. Cogeneration facilities means the same as in section 796(18)(A) of title 16. Energy conservation measures are actions put on a Federal building that make it use less energy and save money over their life cycle, including things like cogeneration, renewable energy, better operations, retrofits, and related equipment. Energy survey is a check to find likely energy and cost savings from changes, new equipment, or renewable energy. Federal building means any building or facility the Federal Government uses that consumes energy, or a group of such buildings and their energy systems. Life cycle cost is the total cost to own, run, and maintain a building over its useful life (for leases, over the remaining lease term). Renewable energy sources are things like agricultural and urban waste, geothermal, solar, and wind. Secretary means the Secretary of Energy.
