Title 42 › Chapter CHAPTER 91— - NATIONAL ENERGY CONSERVATION POLICY › Subchapter SUBCHAPTER III— - FEDERAL ENERGY INITIATIVE › Part Part B— - Federal Energy Management › § 8262e
OMB must, within 120 days after October 24, 1992, work with the Secretary, the General Services Administrator, and the Secretary of Defense to make rules for agencies to measure energy use in any federal building or leased space where the government pays the utilities and operates the space. Agencies must start using those rules within 120 days after they are issued. Facility energy managers must keep energy use and cost records for the Inspector General, Congress, and the public to review. The rules must set up monitoring to show which facilities cost the most (for example, per square foot), find unusual changes in energy use, and check electric and gas charges for accuracy. The General Services Administrator must include estimated energy costs for leased space where the government does not directly pay the bills in each required report.
