The Secretary may give grants to a State governor to train and certify people to do energy audits. Before a grant is made, the governor must send an application with any information the Secretary needs and a promise that the grant will add to existing training money, not replace it, and will increase the total funds for training and certification. The Secretary must set minimum training and certification standards before giving any grants. Governors who get grants must agree to follow those standards when they use the grant money.
