Owners or operators of existing electric powerplants that must meet the law’s limits must send a report to the Secretary by January 1, 1980 and each year after. The report must list all affected plants, give a schedule for when each plant will comply, describe any contracts or good‑faith talks for fuels (like coal) or equipment that would allow compliance, and name any plants that might seek temporary or permanent exemptions. Electric utilities that must file a conservation plan must also send the Secretary an annual report saying what steps they took the previous year to carry out that plan.
