The President must direct the Secretary and the EPA Administrator to carry out a full study of how the United States can use coal to meet energy needs while protecting the environment and helping the economy and jobs. The study must look at current and future coal needs; how voluntary and required conservation could reduce coal use; coal production, transport, conversion, and use needs; how well coal research and development programs are working; mining technologies that boost production and protect miners; alternative ways to meet coal needs that also meet security and environmental goals; existing and proposed laws and policies that affect the coal industry; and the most efficient use of coal considering economic, social, environmental, technical, and defense factors. Within 18 months after this law takes effect, the President must send Congress a report with findings and recommendations. The report must cover projected coal needs for the next 20 years (nationally and by region), what coal resources must be developed and related R&D needs, the air and water pollution from coal and ways to remove barriers to controlling it, which government policies affect coal availability and use, and whether roads, rail, and waterways can handle more coal. Up to $18,000,000 is authorized for fiscal years 1979 and 1980 for the Department of Energy and the EPA to do this work.
