Defines key words used in this chapter. Severe energy supply interruption is when the President finds a national shortage of a fuel or energy source that is large or long, could seriously harm national security or the economy, and comes from U.S. supply cuts (including imports), sabotage, or a natural disaster. International energy program means what section 6202(7) says. Motor fuel means gasoline and diesel. Person means people, businesses, or any government or agency. Vehicle means motor-fuel vehicles made mainly for public roads. Secretary means the Secretary of Energy. Governor means the State’s chief executive. State means a State, the District of Columbia, Puerto Rico, or any U.S. territory or possession.
