Creates a ten-year program and sets up an Acid Precipitation Task Force to run it. The Secretary of Agriculture, the Administrator of the Environmental Protection Agency, and the Administrator of the National Oceanic and Atmospheric Administration will serve as joint chairs. Other members include one representative each from the Departments of the Interior, Health and Human Services, Commerce, Energy, and State, plus NASA, the Council on Environmental Quality, the National Science Foundation, and the Tennessee Valley Authority; the directors of Argonne, Brookhaven, Oak Ridge, and Pacific Northwest National Laboratories; and four people the President appoints. The four national laboratory directors form a research management consortium with the duties listed in section 8903(b)(13) and the usual Task Force duties. That consortium must report to and follow the joint chairs’ directions. The Administrator of NOAA will be the director of the program’s research efforts.
