When cargo is unloaded away from the port of entry, the collector must place it in warehouses or enclosures he designates. The goods stay there at the owners' risk and are kept jointly by the collector and the owner or master until unloaded and safe to remove without violating health laws. Then the collector may let owners or agents take entered, duties‑paid goods after paying a reasonable storage fee set by the HHS Secretary.
