Speeds up work on ocean thermal energy conversion (OTEC) to help replace shrinking supplies of nonrenewable fuels. It says the country needs new energy sources, that OTEC is a renewable option, and that recent technical progress makes 10 to 40 megawatt pilot plants less risky. The federal program should move faster to build pilot and demonstration plants and help create a strong U.S. industry. The law notes OTEC could supply one-tenth of a quad of energy per year by the year 2000. Sets clear targets: show at least 100 megawatts of OTEC by 1986, 500 megawatts by 1989, reach cost-competitive OTEC in the mid-1990s for the Gulf Coast and U.S. islands, and aim for 10,000 megawatts nationwide by 1999.
