Title 42 › Chapter CHAPTER 98— - OCEAN THERMAL ENERGY CONVERSION RESEARCH AND DEVELOPMENT › § 9002
The Secretary must make a full plan to run the research, development, and demonstration work under this chapter, following sections 9003, 9004, and 9005. While making the plan, the Secretary must talk with the heads of NOAA, the Maritime Administration, NASA, and any other federal, public, or private groups he thinks should be involved. He must send the plan to the House Committee on Science and Technology and the Senate Committee on Energy and Natural Resources within nine months after July 17, 1980. The plan must describe the program goals; strategies with market and technology plans and detailed milestones for the next fiscal year; a five-year schedule with budget and management needs; the program’s organization, naming permanent test sites and a lead center; estimated federal and nonfederal funding shares for pilot and demonstration projects; needed supporting research; and an analysis of environmental, economic, and social impacts.
