Title 42 › Chapter CHAPTER 98— - OCEAN THERMAL ENERGY CONVERSION RESEARCH AND DEVELOPMENT › § 9006
The Secretary must pick program activities and set priorities that do the following. Make ocean thermal energy conversion (OTEC) costs competitive with regular energy. Encourage projects that share costs with private companies, utilities, industry, or other governments for buying and installing OTEC. Support OTEC for coastal areas, islands, and isolated military sites that could lose fossil fuel supplies. Favor U.S.-based people and firms and give priority to pilot or demonstration projects whose proposers promise to become part of the needed industrial base.
