Each license must make the licensee do three things. First, let the Administrator put federal officers or employees in or on the ocean thermal energy conversion facility or plantship when the Administrator thinks it is reasonable and needed, and let those people report if they think rules are being broken. Second, cooperate with those officers and employees. Third, watch for any environmental effects as the Administrator’s rules require and give the Administrator the information needed to assess impacts and plan ways to reduce harm.
