Title 42 › Chapter CHAPTER 99— - OCEAN THERMAL ENERGY CONVERSION › Subchapter SUBCHAPTER I— - REGULATION OF OCEAN THERMAL ENERGY CONVERSION FACILITIES AND PLANTSHIPS › § 9123
A license holder can give up a license or any rights to build or run an ocean thermal energy conversion facility or plantship to the Administrator any time without penalty, including part or all of a right of way. Giving up rights does not end their obligations or liabilities, including for past acts or required cleanup. If the relinquished right of way holds a cable or pipeline another licensee uses, the Administrator must let that licensee try to add it before notifying the Secretary.
