The Administrator must send a report to the President of the Senate and the Speaker of the House of Representatives within 18 months after November 8, 1984. The report must explain what the U.S. Government is doing and plans to do to boost exports of ocean thermal energy conversion components, facilities, and plantships made by U.S. industry. It must include views from relevant agencies (NOAA, International Trade Administration, Maritime Administration, DOE, SBA, U.S. International Development Cooperative Agency, USTR, and others), findings from the Administrator’s studies, a summary of activities and meetings with the ocean thermal energy and financial industries, and any recommendations to change this chapter or other laws to better promote those exports.
