Creates an eight-year program to speed research, testing, and real-world use of wind power to make electricity and run machines. The program must aim to make wind power costs competitive with other energy by the end of fiscal year 1988, to reach at least 800 megawatts of wind capacity in the United States by the end of fiscal year 1988 (including at least 100 megawatts from small wind systems), and to help build a competitive industry so people can choose wind power and reduce fossil fuel use. Explains why the program is needed: fossil fuels are limited and demand is growing; wind can help the supply and the environment; large and small wind systems can already work in some cases; testing prototypes and close work between makers and utilities will speed improvements; the federal government should do research, demonstrations, and help industry and the public; and the government should not create financial actions that would hurt commercial small-wind markets. It also notes wind could possibly provide 1.7 quads of energy per year by the year 2000.
