Requires the EPA Administrator to write and update rules that add more hazardous substances to the law and to set the amount of a release that must be reported. The Administrator can set one reporting amount for a substance no matter where it is released. If a proposed reporting rule was published on or before March 1, 1986, the Administrator must finish the final rule by December 31, 1986. If no proposed rule was published by March 1, 1986, the Administrator must publish a proposed rule by December 31, 1986 and finish the final rule by April 30, 1988. Until the Administrator issues a specific reporting amount for a hazardous substance, a release of one pound must be reported. If a substance already has a different reporting amount under the Clean Water Act (section 1321(b)(4)), use that amount instead.
