The Secretary must start a study, with the Commission and the Advisory Committee, on whether a national laboratory should have a reactor engineering simulator. The goal is to help research better and simpler light‑water reactor designs by simulating many abnormal and accident conditions. The study must look at things like the facility’s benefits; how it would support the chapter’s generic safety research program; whether nongovernmental groups could build or help pay for it; its value in emergencies; opportunities for international cooperation; and which national laboratory should host it. By January 1, 1982, the Secretary must send a report with findings and recommendations to the House Committee on Science and Technology and the Senate Committee on Energy and Natural Resources.
