The Secretary of Agriculture, or the proper Administrator for the Farmers Home or Rural Development programs, after talking with the Secretary of Health and Human Services, must make sure community development corporations and local co-ops can qualify for and get help. This help covers housing and other housing, business, industrial, and community development programs under the Housing Act of 1949, the Consolidated Farmers Home Administration Act of 1961, the Rural Development Act of 1972, and other USDA programs that further this subchapter.
