Defines key words used for Head Start so everyone understands what they mean. It gives short, plain meanings for terms used in the rules and tells how long certain timeframes and days are. "Child with a disability" — a child who meets the federal school-age special education definition or the federal infant/toddler early intervention definition (Title 20, sections 1401(3) and 1432(5)). "Deficiency" — a serious or system-wide failure by an agency, like threats to health or safety, denying parents their roles, failing program standards, misusing funds, losing legal or financial standing, or not fixing problems after the Secretary tells them. "Delegate agency" — a public, nonprofit, community, or for-profit group a grantee gives part or all of its Head Start duties to. "Family literacy services" — sustained programs that combine parent-child reading activities, parent training to be their child’s teacher and partner, adult literacy tied to economic self-sufficiency and financial skills, and child education to get ready for school. "Financial assistance" — money by grant, agreement, or contract; payments can be installments, advance, or reimbursement with adjustments. "Full calendar year" — all days except Saturdays, Sundays, and legal public holidays. "Full-working-day" — at least 10 hours per day, but not more than state law allows for children below compulsory school age. "Head Start classroom" — children taught and supervised by two paid staff (teacher plus aide, or two teachers) and, when possible, a volunteer. "Head Start family day care" — services given in a private home that is not the child’s home. "Home-based Head Start program" — services provided in the child’s own home. "Homeless children" — as defined in 42 U.S.C. 11434a(2). "Indian tribe" — any federally recognized Indian group or Native village eligible for federal services. "Institution of higher education" — as defined in Title 20, section 1001(a). "Interrater reliability" — how much two or more independent observers get the same result using the same tool. "Limited English proficient" — a child from a non-English background (including some Native American or migratory children) whose English limits school success or full participation in society. "Local educational agency" — meaning given in the Elementary and Secondary Education Act. "Migrant or seasonal Head Start program" — migrant serves families who moved for farm work in the past 2 years; seasonal serves families who work seasonally and did not move. "Mobile Head Start program" — uses transportable equipment set up in community spots on a regular schedule, often with home-based programs or as a classroom. "Poverty line" — the official poverty measure adjusted for inflation using the Consumer Price Index for All Urban Consumers and for family size. "Principles of scientific research" and "scientifically valid research" — research that uses rigorous, systematic, objective methods, solid data analysis, reliable measures, clear reporting so others can replicate, peer review, and consistent findings; strong causal claims need designs that rule out other explanations (for example, random assignment). "Scientifically based reading research" — the same high-quality methods focused on reading. "Professional development" — ongoing, high-quality training and learning for Head Start staff to improve program quality, designed with staff input and linked to child outcomes, and may include short workshops if they fit the overall plan. "Secretary" — the Secretary of Health and Human Services. "State" — the 50 States, Puerto Rico, D.C., Guam, American Samoa, the U.S. Virgin Islands, the Northern Mariana Islands, and the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. "Unresolved area of noncompliance" — a problem not fixed within 120 days, or within extra time the Secretary allows, after the Secretary has given notice.
