Federal money for any program must not be given unless the grant or contract says the people running it will not discriminate because of race, religion, color, national origin, sex, political affiliation, or beliefs. No one in the United States may be kept out of, denied benefits from, treated unfairly in, or refused a job for a program that gets this money because of sex. The Secretary must enforce that rule under sections 2000d–1 and 2000d–2, and people still have any other legal remedies. Grants must also promise no discrimination against people with a handicapping condition under 29 U.S.C. 794.
